The tax would be no worse than the commisions charged back then to big institutions (actually a good bit less like only 10% of the commissions back then) It would slow down markets and kill the get rich quick mentality on Wall Street and the US. (Recall that one of the founding streams of the US and of CA,MT,NV,Co and parts of other states was get rich quick, in the case of the states cited a gold rush the ultimate get rich quick scheme).
