Auditing arguably has a fiduciary aspect. Regulate or license consulting? Why not go to the heart of the matter and license CEO's, shipping department employees and sales people? Naivete wouldn't be the problem -- loss of freedom and more practically, general business suppleness would be the issues, seems to me!
