To their mind the purpose of government is to make themselves richer. Politicians are a lot like a lot of clergymen they have Edifice complexes and want to build something to be remembered by (After all they get their name on a nice plaque somewhere in the structure. So they bring in a paid shill (consultant) who makes up numbers from a hat he provides to proof that the idea is good.
