Child subsidies have worked in France

There are subsidies for 3rd children in some countries, and in France it has gotten the birth rate up to almost replacement. Of course the piece at the end raises an interesting question, if you expect impending doom, why bring children into the world? Many of us have had our doom preached at us for more than 30 years now, first the nuclear war issue, and now global warming/H1N1/2012/whatever catastrophy you like. If you listend to the media (both left and right) you could easily reach the conclusion that we are doomed, and if doomed why not eat,drink, do drugs and be merry?
