Say that the SEC can fund itself based upon the fees it charges. Since the fees are for a service they are not a tax, so there is no tax increase. It then is no different that a rise in the water bill, just part of the cost of doing business. Then the SEC which now makes a profit for the government would have fees appropriate to the job it does.
