Why are you adding up all the costs for the entire project and dividing it by the # of units? The $100M acquisition price isn't just for the land for the two buildings, is it? The clean up has benefits beyond just the two buildings, so shouldn't all count towards that, and the cost of the park, school and other infrastructure items shouldn't count either. It's probably more like $150M of the costs allocated to the housing, or about 40% of what you are counting.

Of course you can always skew the numbers any way you want, to prove your point.
