Question: "Why would they want such a panel to asses risk in the economic system?"

Answer: Because they wanted a panel of some sort to help give free market more of an insurance. Communication is very important. Without that, things can get lost or misdirected, or simply miscommunicated or understood, etc. Also "to govern" wouldn't be correct, your'e right. There's a definite differance between governing and otherwise. . . it was just a thought, it seemed like y'all needed something more to be accountable to in certain instances in dealing with our economy and it's faults, but that does not mean to set up a full contol of finacial mechanisms neccesarily. I think you all are doing a really good job, you just need some help :)
