On the page with the post is an ad for checks unlimited which offers plain checks for $20. Recall that there is no requirement for buying checks from your bank, you can order them from anyone. I recall a large number of little handouts about this in various direct mail operations. So perhaps put better Citi is relying on people not doing any shopping versus shopping. (The alternative vendors allow one to put almost any picture desired on the checks)
