Reduce drug possession to a fine only offense. Also do like was done in the past don't jail non violent offenders. Recall that the prison unions pushed 3 strikes in CA. Unfortunatly it's not 3 violent strikes which makes more sense. Actually given the experience of the 1920s I would legalize drugs because that has been shown to wipe out illegal suppliers (See Chicago Gangs et.al.). We have a lot of St. Valentines Day massacres today in the drug business. Start with marijuana and see how it goes. If that works look at opiates, since they make a person passive not violent, and if drugs were available the addict would not have to commit a crime to get the drugs.
