China's Ghost Cities

On the "Economic Policy Journal" a libertarian blog, for May 10, 2011, was a mention of China's "Ghost Cities." To maintain the fiction of full employment, the government of China has built perhaps (or at least) a dozen cities for a million or more which are now largely if not completely unoccupied. Apparently, the problem is not special to them.
