"Civic mindedness" is collectivism

At a deeper level: why should legal issues be decided by, or influenced by, anyone's "civic-mindedness"? The force of government is here being used not to protect rights but to enforce a collectivist notion of virtue.The business of government is not to make us "civic minded" or good little boys but to keep us safe from criminals.
