I have seen Richard Epstein say that he is against means testing (maybe more for SS than Medicare) because it increases the redistribution of wealth. At the same time, the absence of means testing was obviously intentional to guarantee political support. So means testing would undermine support, especially among the high-income professionals (top 20% of income) that have migrated to the Democratic party over the last few decades. So Ira, what do you root for? Means testing to save the system or to bring it down once and for all?
