An economic impact statement

This would be similar to an environmental impact statement. The problem is that if congresspeople wish to circumvent this, they probably could find experts who can minimize the cost of their regulations.

The other shortcoming is that sometimes costs are not apparent up front and only emerge after a period of time.

This could be a good start, but i don't think it will totally solve the problem.
