Most Democrats are in favor of tax cuts during this downturn that go towards the working class, who are more likely to spend the money and increase demand in the economy. Generally one hears Democrats rail against tax cuts for those who "don't need them," ie, the people in the top one or two percent of income. I don't think Summers' piece in any way contradicts the party line.

What about the inclusion of the employer half? Who owns the employers? And you still get the payroll tax cut if you are high income...
