The promoters of railroads in the 1850-1880 period had it down to a science, pay me or I bypass your city! That's a nice form of extortion, which if you don't give in kills your city. Beyond just the land needed often a sum of money was demanded. (Or the land grant railroads the railroad just founded the city, and sold the lots off). So companies with their hands out date from the first large corporations in the US.
