Every good tale needs a villian and the bankers and hedge fund types have been selected. Of course they do screw up a lot. (Like making loans that can't be repaid, either to home owners or countries). My belief is that we need to go back to capital ratios of the late 19th century of 15% or more. But even then bankers did sweetheart deals, such as loans to buddies to buy bank stock, or the like. Bankers have always been villians and always will be.
