A number of places also have Home Owners Associations that also restrict solar, just like flag poles and ham radio antennas. If we want to go after regulation, we need to go after the hoa's. For solar just let the states provide a permit that trumps the local regulation (easy to do since local government is the child of the state, the state could in principle abolish them all if it so choose). In Calif. for example modular homes are built under state standards so local codes don't apply. This would not cost much, and in fact save money. (Or just move the country. In West Texas you probably don't need any permits and there is lots of land there, just few jobs....)
