Recall in the Mid 19th century railroads asked cities to vote bonds for them before they chose to serve the cities. (where the railroad did not create the city). Look at the stories in the Denver area for example. Or consider how TC Durant held Omaha to ransom to put the terminums of the UP in that city if they did not pay up he would move it to Council Bluffs or Bellvue,Ne. Business men have always tried to rip government off since large businesses came into being, nothing new here.
