Military expenditures are a good bit of this, both for the wars directly as well as national security. All this because the airlines did not want to install the re-inforced doors on cockpits before 9/11. It would have taken the doors, plus instructions to the cockpit crew, that if trouble happens in the back, never ever come out of the cockpit, but make the most expiditious emergency landing possible.
