Try a comparison to 1951 or 1952

Recall that in 1950 the Korean war had not yet begun to affect the budget, and it still assumed a draw down. Look at 1951 or 1952 (note that Ike kept the high rate as well). During the Korean war would be a better comparison, because the military was in use.
