The Congress should pass the O&G Exploration and Development Act permitting oil and gas development in all US territories, including off shore and Alaska. This will immediately result in the oil prices going down to $60-70/gallon and corrsponding reduction of gasoline prices. That by itself will result in the actual equivalent of a large tax cut for EVERYONE including businesses and will be a great stimulus without spending a penny out of the Treasury. It will create much more jobs than mentioned in 27. We could probably expect 400,000 jobs in the nergy sector created within 2-3 years if in addition we keep EPA off the back of businesses (as minimum to have a moratorium of EPA restrictions until economy revives).
