(The Gulf of Mexico is divided by boundary lines to the center as is the North Sea. So perhaps in 2k feet of water using high end oil technology is possible, but you have just run the cost way up. Perhaps off the antarctic is possible, but again engineering challenges become greater. In addition all states have to do is to slap embargos on trade with you, and you are toast.
