If you leveled the playing field a bit it would be ok.

In NYC there is a port authority bus terminal, require the intercity busses to run from there, as transit already goes there. In other cities there is also an lower class immigrant bus system running back to Mexico, and they operate from suburban strip malls. Of course in Manhattan there are not such entities, or in any of the central cities.
