When a disaster for the wildfires in Texas was not declared, Rick Perry whined that Obama was being mean to him, that how dare he not say yes to his request. So Perry here proves that he was just being a typical politician.

Of course we could go back to the situation pre the 1927 floods on the Mississippi, where all the feds would do is furnish temp housing (tents for example). See reports on the response to 1906 for details or on 1900 in Galveston. (And even then only white people got the tents, the tenant farmers in Greenville MS were just stuck.)
