Including requiring a $600 vaccine for girls (HPV), he also introduced the first state wide building code (for areas outside incorporated areas).

Of course big business will oppose this because it will increase costs (as it will to consumers) as markets will get smaller. For example toilet manufacturers asked for the federal standard so they did not have to deal with 51 state standards. It's the same dynamic as in the EU EU wide standards make for larger markets and lower production cost (and thus cost to consumers).
