When will we recognize that we can not win the war on drugs? I say make possession of any amount a fine-only offense, (no jail), with the drugs and the auto confiscated as well. Set the fines high enough that they pay for rehab programs. Then we can reduce the amount of folks in prison since we appear right now to have the most criminal population in the world (so we are #1 in something hurray). Consider going a step further and re-legalizing pot opiates and cocaine as they were before the great puritan wave of the early 20th century.
