Recall that the UP got Omaha to pony several hundred thousand to have the Missouri river bridge built there and later to keep the shops and the like. (They actual had an auction to see who would pay them the most among sites along about 20 miles of the river). So it's not new. Companies have been taking advantage of cities and states since the large company was invented after the civil war at least.
