Allow convicted non-violent white collar criminals out of federal prison in return for subsidizing businesses related to their crime. For example, Bernie Madoff can be released if he pays a fixed amount for each year he would be locked to pay for employees (ushers, ticket takers, players) of his friend Fred Wilpon's Mets or Conrad Black can pay the salaries of employees of a money-losing newspaper that exists because its owners want to advance a political agenda.
