If you do not have a high school diploma or a GED you are enrolled in an intensive program to get the GED as a first step (40 hours a week plus). Given that drop outs have the highest unemployment rate this would be a good way to start. Then bring back the abolished vocational education section that used to be in high schools before people got the idea that college was for everyone. Now today many would require more basic ed than in the past, for example auto repair on modern mobile computers (cars) is far more complex than say a 66 car.

Of course for some age group I think a CCC like program with an urban focus where part time is spent cleaning up graffitti and tearing down houses makes sense. One might also add lead-paint removal and repainting.
