If you go back to 1800 you find that when Jefferson got in he established a Democratic Republican NewsPaper , and hired the editor as the public printer. When Jackson got in he also established a new newspaper and hired the guy as the public printer. This was the way that local and state government paid off the press since time immemorial. You chose the newspaper that agreed with you as the local printer and paid them for the notices and other printing, because they supported you. So what you denounce is as American as apple pie. (In essence things are not worse than before, just the same, in fact things are perhaps a tad less brazen than in the 19th century, as more subterfuges are required today). But actually it would make sense to amend the laws to allow a government web site with legal notices. But recall that this set of requirements includes the publication of a a notice that someone has been appointed executor of an estate and that creditors have x months to present their claims or they will be forever barred. Also at least in some states that includes foreclosure notices.
