With unemployment benefits now covering 99 weeks why not have weekly benefits reduced by 1% each week and require recipients to enroll in a job training program?

First, it is a weekly reminder that the "benefit" will eventually come to an end and it will reduce unemployment benefits by 50% over the 99 week period.
