1 if you are a foreign student and get a bachelors or above in STEM you get a green card.(Perphaps just a graduate degree, as an alternative)

2. Modify the concept of the dream act, to give a student visa to those going to college, but of course a green card after 2 years in the military. Then a green card under rule number 1. This is modified from the current proposal to require getting a degree or being in the military to get the green card.
