The same argument was used against the Trans Alaska pipeline, the oil was going to go to the evil Japanese.

If you look at the map the segment from Cushing OK to the gulf coast is as important as the northern segment. It will reduce the price disparity between WTI at Cushing and oil input to the big refineries on the Gulf Coast. There would have to be some big price disparities to get the oil exported (except if the pipeline is not built, then the oil goes to Vancouver BC instead). I suspect this has to do with the plans to start exporting natural gas to raise the price in the US for Nat Gas.
