Thanks much for this observation. When I saw the WSJ editorial, I was wondering why the heck they were talking up required capital requirements. Just because they are the WSJ doesn't mean they have any ability to understand individual bank's capital needs, and they should know better than think that any government bureaucrat (Geithner, Bernanke, Greenspan, Volker, Mellon, Hamilton, et al) will know either.
