Yes, cutting their pay and sending them home would be wrong. Instead, raise their pay, send them home, and maybe don't let them work elsewhere. OK, there's a problem there with respect to the self-employed. But I'd be willing to bump the pay an order of magnitude for a 20 day annual session of Congress. It would pay for itself many times over.
