How did Paulson make it worse?

Can you write, or refer me to what you think is the best explanation of how Paulson made things worse. I am curious to read it. Seeing as how groupthink so often infects Washington (see the Iraq War) and the media, I am curious as to what evidence/arguments can be made against the perceived wisdom.
