The mandate is a tax that you can get rebated for behavior, exactly what the feds do to the states with their grants. Look at the 16th amendment it says a tax on incomes however derived, with no restrictions. This is the same argument that made SS ok in the 1930s. The power to tax incomes from the 16th amendment is unlimited. If the Congress wanted to tax those with odd address numbers more than even ones it would be ok, unfair taxation is perfectly constitutional. (16th overrides the first 15)
