I suspect it's a reference to the speech given by Kruschev on Stalin

Recall Stalin died in 1953, and Beria soon thereafter. Then the speech was given at the party congress criticizing pieces of stalinism. Before 1956 it was an immediate trip to the show court and then Siberia.
