It's not clear why going to headphones requires going to recorded commentary.

Microphones work just as well as recorders. However clearly the bus company wants to shave positions to pay for the headphone costs. It was the bus company's decision to do this, rather than raise the fares a bit to pay for the new systems. It may be that they expect the headphones to walk off a lot, however.
