The NTSB recommends a lot of things that are ignored

Consider the number of NTSB recommendations to the FAA that are just ignored. The NTSB just looks at the safety aspects, and does not do any cost benefit analysis, its job is safety first last and always, so it just asks what would make things safer. I believe it's clear that if even one accident is caused by using a cell phone then banning their use would be safer, which is all the analysis the NTSB would need.
