Europe has tried the child subsidy and it's not a big effect

Reader comment on: Child Tax Credit and Growth

A number of European countries have tried a child subsidy and while it has a slight effect, it's not major. Anyway if as reported getting a child to 18 costs 250 to 300k, 18k over those years is not significant. (Let alone talk about college costs). Of course a child tax credit is making choices in what is desirable, just like the mortgage interest deduction and the like. It's still the government nudging one to behave in the way it wants to . Of course then if one is homo economicus with today's environment children are a very bad bargain (homo economicus is the calculating moving figure that economists use to model humans).
