The civil war changed a lot of the meaning of the constitution

Besides the 14 th amendment which applied the bill of rights to the states, which was a result of the war, consider the change of phrase from these united states, to the united states. After all a war which kills 2% of the population must have an effect. In at least some sense the war changed the meaning of the 10 amendment.
