If you are officially a resident of a country you are supposed to pay taxes on world wide income. The US is different in that as a citizen no matter where you reside you pay taxes on world wide income. This was clear during the non-dom issue in the UK, if you are domiciled in the UK you pay taxes on world wide income but if not just on UK income.
