Reynold's nutty idea

Glenn Reynolds is a very clever guy. I read Instapundit regularly. But, if somebody works for the feds as, say, an attorney at the Justice Dept, and then opens a pizza parlor after he retires, I am unable to see why he should be penalized. I checked Reynolds exact language and he made no mention of the post-govt. employment being in any way related to the person's govt. responsibilities in order for the penalty to apply. Don't you think that ought to be part of the plan, Mr. Stoll ?
