But, if somebody works for the feds as, say, an attorney at the Justice Dept, and then opens a pizza parlor after he retires, I am unable to see why he should be penalized. I checked Reynolds exact language and he made no mention of the post-govt. employment being in any way related to the person's govt. responsibilities in order for the penalty to apply.
