Isn't student aid also inflationary?

By making more dollars available for tuition, don't student loans also exert inflationary pressures on tuitions at academic institutions? (This paper, if I understand it, is saying, student loans raise tuitions because it means that institutions can raise tuitions, which is a different argument.)
