The payroll tax cut is only 2 pages long, the rest is the unemployment comp extension and change, and the doc fix. As well as over 1/2 the bill being the public safety broadband item, and the enhanced 911, as well as spelling out how auctions are to be held. So the final bill is much broader and covers a lot more territory.
