Actually, I think you are going a little too easy on their analysis because 47% of households no pay NO federal INCOME taxes. They do pay the payroll tax, however, and, because half of the tax is essentially hidden because the employer pays it, the real federal payroll tax bite on these low income households is about 15% and it is regressive because it begins at the first dollar earned.
