Update the theory?

May I respectfully submit that the Broken Windows theory needs to be updated? Here in So. Calif. we might call it "Ventanas Rotas". Whereas the Broken Windows theory was predicated upon neglect by government, the new theory needs to accommodate positive gov't activity based in compassion whose outcome actually insures the windows stay broken, such as rent control and stabilization. A recent example is this week's decision by the city of LA to contravene state law and allow unlicensed drivers to avoid vehicle impoundment if they have been stopped by police but not cited for other traffic or vehicle infractions.
