The US had luxury taxes in particular during and after WWII. As I recall some perfumes and fur coats were among the items covered. In substance they are Pigovian taxes with a goal of primarily reducing the demand for something. So they have been tried world wide. In the US the tax on Jewelry was 20% for example. Some states have them for example the price of custom license plates could be regarded as a luxury tax.
