(Note that if in college you had the option of the college's plan even before Obama care). If you consider the need for education to get a job nowadays it means that the likely minimum age to start working is at least 20 (allowing for time for a technical education) or 22 with a 4 year degree etc. So a major part is the increasing complexity of jobs and the education needed to get them.
